if i remember right, its the collector ascalon maul (though chances are i'm totally off and probably shouldnt have posted). at any rate this collector item has a 100% unique skin that cant be dropped by enemies and no greens use it etc

I've gotten that skin as drops in the S Shiverpeaks and in Kryta.
Here's a picture of one that had gold text, but was merchant fodder. I should have saved a picture of the stats since no one will believe that it's not a collector hammer.

well in S shiverpeaks a lot of rare skinned stuff drops (like the rago's-esque jewelled staffs), so as i said i could well be wrong about it not dropping from enemies

You don't see these alot, max damage is even harder, gold is even harder, and a 15>50 one with a nice requirement is nearly impossible.
I'd say about the Sephis Axe rarety, since it's far from a Dwarven Axe/Crystaline.
