I just posted a similar (req 9 15^50) storm bow with better mods (poisonous, HP+28) last night and got a PC from Malice Black of 350-400k.

*COUGH* search button *COUGH*

In game, the best prices I've been able to negotiate have been in the 260-300k neighborhood.
