Its the best shield or there are better with good stats like perm life with better skin??? Answer fast pls

It has shadow shield skin and -2, +30 always. Pretty awesome imho, but a -2 -2 shield might be better in some circumstances.

I'm asking if there are shields good like victo's bulwark(or better) but with nicer skin.

well it depends person to person what a better skin is but theortically you could get a shield with exactly the same stats as victos shield. But it would be way more expensive then victos shield.
