Stack Ineptitude + Clumsiness on warrior or ranger for massive dmg and Spirit of Failure for blind energy regen. PoF on another ranger or warrior and use Distortion to tank for even more energy regen.
Energy Tap + Feast for HP and even more energy. Conjure Phantasm for HP degen.
Better than that Rage Quit build in that dmg output is higher and skills used more efficiently. Kills Frenzy warriors in a blink of an eye (literally).

You might want to sub out Conjure Phantasm for something else. The damage output from it is just negatable. Unless you run against a monkless team, it would be useless, but you should steamroll over monkless teams already. I would do (without dumping away your original build):
Fast Casting: 5 +1

Illusion: 12 +3 +1
Inspiration: 11 +1

I disagree. Spamming around Conjure Phantasm at 16 illusion is going to hurt the other team bigtime. Even should they have a monk with hex removal you are going to pressure him to remove your Conjures, and not the more key hexes. It's a lot of degen for a good length of time, left unremoved. Conjure Phantasm is a very nice skill, I wouldn't generally run an illusion mesmer without it.
Not to mention with Boon Prots being so common in arena, the one thing they don't handle quite so well is spread degen.

clumsiness and ineptitude are expensive. together they'll be really expensive. they just don't last long enough for the cost and ineptitude has that shitty 20 second recharge.
distortion is bitchen and with spirit of failure it's even better.
you'll only gain 6 energy with energy tap. i'd use leech sig before that. power drain only costs 5 and it will net you around 20 energy. you have to interrupt someone to get it and that's a drag but you can always use an interrupt.
i agree with lightening hell that conjure aint all it would seem. when i monk i dont ever think about it. ever. it's just a hex. 5 degen isn't a good thing but it's a whole hell of a lot better than the deep wound from pp/shatter.
i would rather have high domination for that spike than the higher degen and longer deep wound you'll get from illusion.

Yeah I did mean Spirit of Failure. And remember that Ineptitude blinds so that's some more mana input from it. Overall this build can tanks warriors as well as kill them (especially if they use Frenzy) and use them to regen energy. And with the high energy input you could probably sub Conjure Phantasm for Arcane Echo for even more warrior hate.
Empathy does more total damage, but only hits 31 (at 16 domination) per attack. Most warriors aren't going to keep attacking if you start laying this on them, and more likely it will get removed (like most long lasting hexes). It also requires a high domination level, and this is a mainly illusion build.
The benefit of ineptitude and clumsiness is they do all their damage at once, usually you can apply them before a warrior can react to stop attacking.

No offense, but when I go for warrior killing, most of the time they think their monk can make up for the damage they're taking. But if you put on a simple thing of:
Spirit Shackles and Empathy
and then keep throwing on Mind Wrack, they'll fall pretty quick.
With the recent buff though, I still have to say ineptitude is great, especially with the blind going on. There's more than one way to skin a cat, and I'm sure yours is good, probably better than the one I provided. It's always good to see different ideas from my own, it really gets me thinking outside of the box. I never thought of using Consume Corpse to get inside of the opposing team's guild.
