Yellow arrows in the top right hand of skills box?

The arrow is always in your skillbar, it'll appear when you cast it on the skill icon. When you cast them on others they will see the skill icon with a yellow arrow, cause it's an enchantment.
You can use an enchantment on yourself, you can also cast them on others (think of skills like healing breeze, healing seed). Enchantments give a positive effect.

On the upper right of your skill icons, little yellow triangle pointing up indicates that the skill is an enchantment. Little magenta triangle pointing down indicates that the skill is a hex.
This is the same as the indictors that show up on the right of your/enemy health bar. If you see a yellow triangle pointing up on a health bar, it means that person currently has at least 1 enchantment on it. If you see a magenta triangle pointing down on the health bar, it means that person has at least 1 hex on it. If you see a dark brownish triangle pointing down, the person has at least 1 condition on it. In addition, sometimes the color of the health bar changes. Degen from hexes turns the health bar magenta. Bleeding turns it a salmon color. Poison and disease turns it a greenish color.
You'll notice and get familiar with these more when you play a healer or a mesmer looking to shatter things.
