I'd rather it be limited only to lower grade mods. +30 health etc you have to pay for, just like rare skins, there are plenty of green items around for people who can't afford to make there own finely tuned weapons.
Stuff like Fiery, Icy, Shocking, Ebon, Barbed, Crippling, etc. All the mods that nobody ever aims to salvage and therefore never actually has them to sell. Maybe give them a flat 400 lowest sell price to give people a reason to salvage them.

This is a great Idea and I will tell you why.
The weapon mod merchants dont have to be everywhere. They could make them very similar to the weaponsmiths that are already in the game. The merchants wouldnt have every mod in the game, they would only and a few and you would have to find which ones had the mod that you want, just like you have to do to get a weaponsmith/collector weapon. If this increased or decreased the value of certain mods than what i have to say is "who really cares". I know that all you, "uber leet haxor" players out there want to stay above the pack with your "uber leet haxor" weapons but i personaly thought that the thing that seperates guild wars from other MMORPGs is that it based success off of, not who has the best items, but by who has the most skill and expiriance. If you really care that much about having your amazing "uber leet haxor" items to declare yourself better than everyone else, than go play WoW!

Sounds pretty nice, IF it was executed properly.
IE: In ascalon, you can get a +10hp mod, 5% enchantment, ect.
In Droks, you can get +30hp mod, 20% enchanting, ect
5k+mats sounds nice n' even for the max mods ^^
