PC on Cleaver of Axe mastery

Hi folks!
I need pc on my golden drop:

1)Cleaver of axe mastery
Slashing dmg 6-28(req. 13 axe mastery)
Dmg +15% > 50%health
axe mastery +1(19%chance)

is it worth something or does that 13req cause a trouble?

2)Fire wand
max fire dmg(req 11 fire)
ene +3 enchanted

3)Water wand
Max cold(water?? dmg) req 8 water
ene +4 enchanted
