WTB Smiting Rod

Req. would have to be below 12 so thats not to bad but here is where it will get difficult (very difficult) with that said here is what I want.

Smiting rod (req. anything below 12)
halves skill recharge of smiting skills (chance: 20%)
halves casting time of smiting skills (chance: 20%)
and some type of energy mod (either wile enchanted or while health is ^50)


I know this item may not exist but here is to hoping (also post what ever you have thats close to it)

Surely it doesn't exist: wand can only have 2 mods at the same time.
