This question has been bugging me for a while now:
-What's the best, most efficient way to allocate your attribute points?
=> the least dead points? ( points that are left over, and don't give a benefit anymore )
=> the highest atribute level possible?
=> also, let's say you need 9 strenght...what's best? put a superior on it, and spend the points somewhere else? you'd get more points free from high level attributes if you superiorize them where possible
My opinion is to find break points for your skills
first thing i do is fix for example expertise, then max marksmanship, then go for the rest and find break points
Best way to spend attributes...

Well depending on what character, I will generally put all points first into what I need for my weapon and suplement with a superior rune.
Extra points usually go into the characters unique skill.
There are some characters whose unique hits a break point so it doesn't really do anything but waste points to put all 16 into that attribute, expertise and fast casting (the breakdowns can be found on the main site under the guides section).
For example, on my characters as I worked through them:
Warrior:
9 to axe, then started pumping the rest into strength
Ele:
As much as I could into fire, then put the rest into energy storage
Necro:
As much as I could Blood then soul reaping for the left overs.
Ranger:
Marks then expertise. Capped out expertise as ~13 or 14 depending on the casting cost of my skillbar.
Mes:
Domination to 9 then to fast casting. I usually stop fast casting at ~ 10-12
Monk:
As much into healing as I can go, then devine, then the rest protection.

Well there is no best but to me there are 3 basic setups.
(without runes)
1. 12,12 (6)
2. 11,10,10 (1)
3. 12,10,8 (5)
In parenthesis at the end is the # of "dead Pts"
#1 seems common in pve while #2 and #3 are more common in pvp

i've made builds with 5 attributes wich seemed to work rather nicely...
for example, incendiary arrows only need 4 ws to get it's 2 second duration, so 3+1 will do..then get the break point for expertise and beast mastery ( tf ) , rest in marksmanship, and the rest in inspiration for leech signet and power drain i used....

Here are my suggestions:
1. Apply at least a Minor rune for every attribute line to your armor. Warrior is the exception here; apply the rune for the weapon you use to your helmet so it's easy to switch out.
2. Decide which attribute is going to be your primary. You will generally want this at 11 or 12, before bonuses from runes.
3. Look at the skills you are bringing. Play around with your attributes to see how different numbers affect the skills.
4. Keep in mind that raises attributes gives diminishing returns. Consider how many skills are affected by a certain attribute, and how much benefit your gain by adding one point to a high attribute rather than two or three points to a lower attribute.
5. Try to consolidate your skills to avoid spreading attribute points too far. Generally, you should have points in 2-4 different attributes, and maybe a few leftover points in another one depending on your build.

or get GWfreaks, it can tell you exactly how a skill works under whatever attribute you enter. Its a great piece of software for working out new builds.
