Weapon/Item upgrade Merchant/Quest

Maybe it has been suggested somewhere before, but I can't do any reliable searching right now.

There should be a merchant in PvE where you can upgrade weapons to max, and add/change mods that you have unlocked.

I really like that Ithas Bow that came with my pre-order, but I can't use, well I can't but whats the point, it is not max dmg for a bow.

And you could only do it if you have unlocked those stats before and it would customize the weapon if it was not already, so a newb couldn't get run to it and automatically get a maxxed out weapon, and it couldnt be used to make max dmg weapons to sell to others.

It would work for all items, maxing shields to 16 armor, etc. Maybe be able to pay for lower req too. And everything modified this way would be customized only for that char.
