Rune Stack Now?

NO.. I repeat.. NO runes stack.. The single highest rune of a type installed.. and only one of those... counts. If you have a minor, major, and superior of whatever.. you'll get what the superior rune gives. The other two will be wasted. If you have 2 or more superiors of a given type.. only one will count.
Not to mention if you could stack 5 superior swordsmanship runes.. you would get up to 27 in that skill but would be losing out on 375 life points. Not a great idea in any case.
I don't mean to come off as harsh, but it would be a waste to try and stack your runes and I don't want that happen to anyone through lack of knowledge.

Yes, weapon skill adds do stack on top of everything, but these are not automatic, always on like runes... they almost always have a % chance to add a skill +, in which case it adds 1 to your skill for X amount of time.
Same thing with abilities or skills that add to skill points. These stack too, but only when they are activated and in use.

Good, someone has already said that runes don't stack.
For those curious, the maximum attribute level possible is actually 19 thanks to Awaken the Blood and the Glyph of Elemental Power. With either of them, a Superior rune, a hat with a bonus and a weapon with a maximum 20% chance to increase an attribute by one, you can get up to 19.
Of course, the maximum is 17 for those attributes not boosted by those two skills, and as Jana says, it's not automatic.
