What do you think about my first mesmer pvp build?

Chaos Storm Quite the standard mesmer build, but it's effective. I would get rid of chaos storm since it's nothing more than an annoyance and most people avoid it. Pick another damage dealing spell instead. I would also get rid of blackout, since with your fast casting you will be able to do a lot more in that timeframe than the enemy, and the blackout will be hurting you more than it does him.
You might want to consider taking some Illusion and using the elite Migraine (health degen and +100% casting time), it will make your interrupt skills that much more effective. Take Shatter Enchantment instead of Rend, since you wanna deal some damage and casters don't usually have many enchantments on them. Just my 2 cents.

I play a Me/El, currently lvl 20 but with no PvP experience.

In PvE, I use empathy with a lot of success. Assuming it applies to staff attacks of the casters (to be confirmed by other posters), I would add it in order to be able to prevent that type of attacks as well.

I have almost the same build (first toon still in PvE lvl9) only I have put points into Blood Magic as my necro skill. I think this build is great, although I havnt done any others, I did win my first PvP encounter with this toon even outnumbered and a complete newb.

I played EQ chanter for years and have always been searching for this type of toon since, this is not it, but it is fun and powerful in a similar way.

It seems to be a highly tactical situational build as I do much better with henchmen (where I can organize the tactics) then I do with real poeple (who dont seem to bother much with tactics just kinda run around whackin stuff) but hopefully as I level up I can find a guild and work with others who have some experince in these types of battles.

I was a little worried that I dont see these builds very much, however stiffle + energy/health drain = seemed liked a good idea to me LOL.

I think you really need to fit diversion in there for shutting down healing monks since most alternate between words of healing and orison for their bread and butter. also, panic seems a little narrow to me especially at its mana cost .
