Missing Elites?

I'm not sure if anyone else has noticed this, but I went out to cap BiP for my new necro outside of Rankor, just like I did with my other char, fought my way through, and killed the boss. However, when I used my cap sig, there were only non-elite skills to cap, Blood is Power was missing! I heard a similar story from a guildmate who went to cap Peace and Harmony. I was wondering if anyone else has noticed this. I'm guessing this is just a glitch that came as a result from the new update, but I'm not sure...

Well, I got Peace and Harmony just fine.

I've gone outside of droknar were the grawl are and capped from them. In my past experiences I would go out, kill a boss but he would have nothing to cap. I'd rezone, kill him again and the elite would appear. weird...
