I'm trying to access it with my PvE character.
I can see it on map with my level 20 PvE Warrior, but my level 20 Ranger can't. I thought it was because she wasn't level 20, but I just leveled up her and I still don't see it.
Why is that?

Go to the World Map and click on the ship Near Lions Arch, it should warp you to the battle isles.
You may have to get to lions arch 1st in order to go there.

I did that and I'm in Great Temple of Balthazar. It's just not on the map.
I see Team Arena and Heroes Ascend but no Random Arena.

Are you using 2 accounts? Normally, to get to the random/team/HA arenas, you have to win a number of consecutive battles in the prior arenas. (Zaishen Challenge, Zaishen Elite, etc)
I was under the impression that the unlocking of the different areas was account-based, not character-based. Can anyone else confirm?

Well it's same account. I could see it with my newbie monk lvl 14, but after this latest update it disappeared.
My PvE Warrior can see it. True I didnt do Zaichen missions with my ranger and monk yet but that wasnt necessary before. I'll try that.

From temple of balthazar walk out to isle of the nameless, press M, click on random arenas

I've had this with one or two characters. If, as stated, you have Team Arena unlocked, just map to it and RA should appear.
