This build might look strange at the first sight, but it's actually good one.

(requirements for the staff are only important for dmg, we don't need dmg as a Monk)

Now this build has 4 big advantages over standard Mo bonder with Blessed signet as a energy management:
1. You always have Positive energy regeneration of (4 + 6(Ether Prodigy)) - 7 (7 Life bonds are on people) = +3. So when someone drains your energy (and it will definetely do!) you will NOT lose any bonds.
2. You cast Ether Prodigy every 25 sec (or sooner if it's removed) so you can always maintain it (21 + 20% ~ 25), it has only 1 sec casting time. On the other hand Blessed signet, which is cast every 10 sec, has casting time of 2 and it is far more easily interrupted/disabled by interrupters/shutdowners Me or R than Ether prodigy. E.g. in 50 sec, you spend 5*2 = 10 seconds casting blessed sig, but only 2*1 = 2 sec. So roughly speaking using Ether prodigy instead of Blessed signet is 5 times safer!
3. When you die, you can easily recast your bonds, unlike Mo Bonder which has problems with energy when this happens.
4. Can protect like any other active Prot because +3 energy regeneration are quite enough to constantly use Aegis, Prot Spirit, Mend Ailment and so on.

Exhaustion shouldn't be too much of a problem when running Ether Prodigy at a 25 second duration - because most of the exhaustion from the previous Ether Prodigy would have already disappeared by the time you cast it again, assuming it isn't removed prematurely.

Interrupts are still an issue, however. It's a fallacy to say that having to cast it less often matters, since each loss of the spell is more costly. However, a shorter casting time is good. But on the third hand, spells are easier to interrupt than signets.

Much as I want to, I have trouble convincing myself this is as good as a traditional protection build that can use Blessed Signet. For example, since you are using the elite slot on Either Prodigy, you don't have it available for, say, Life Barrier.
Is it close enough to equal that you can play around with it with a clear conscience? Perhaps. I certainly play with the idea of doing some prodigy monking at some point (but I wasn't focusing on maintainable enchantments).

Emo Protters are very nice, bond your fellow monks and then go to business.
I would take convert Hex and smite hex and drop the rof, hex teams are all over the place.
Oh and someone in your party is gonna have to pack Martyr(E), which is good strat anyway.
