divine favour gives a bonus heal of +3 per attribute
at divine favour 16 therefore you should see +48 (16x3)
But
Currrently I get +51
so is this broken or is it actually +3.19 per attribute?

This was bothering me also until I read the Divine Favor article at GuildWiki:

Divine Favour gave +4 healing originally, but they scaled the attributes up to 15.
4*(12/15) = 3.2
