Yes it does.

I used to play an E/R who used Serpent's Quickness. I've just tested it out now to be sure, and it most certainly reduced the recharge for Air Attunement.

Serpent Quickness improves the recharge time for all skills, that means spells, stances, attacks, shouts, sigils, etc.
