I would think a warrior monk who uses mending/healing breeze would want this
Wooden Buckler
Armor 16 (Req: 13 tactics)
Healing Prayers +1 (14% chance while using skills)

Or is it not worth anything because of high requirements?

I'm not sure that there's much of a market for these even with 20% and a low req. I'm pretty sure that it's not worth your time to sell this one.
