how does the percentage work?

When an item like a sheild says -5 chance 15% or a weapon or whatever how does that work does that mean it blocks -5 15% of the time so 85% of the time it does not? Might be a dumb question but was curious.I tried to search for this but cant find anything.Thanks for any info.

That doesn't mean it's going to block 15/100 consecutive hits or anything, just to clarify. It's a random chance every single time. So theoretically, you could get several hits where you gain the bonus. Overall, you'll find it to be (surprise!) close to the actual stat on the weapon.

If the enemy hits you 20 times, 3 out of those 20 times the dmg will be reduced by -5.

Not necessarily. 20 is not a large enough sample for it to tend to expected values without deviation.

yeah but thers no reason to go any farther than on each hit there is that percantage of chance for the damage to be decreased by 5 and there is really no need to go deeper than that lol

The point is Poison Ivy made it out to be an absolute. It isn't absolute. At extremely large numbers it is near enough to absolute that it may as well be, but not at the numbers he is describing.
