this is weird! im trying to get a tappestry shred (for chapter 2 or something), and i get that gwens broken flute and give it to her. for now its ok. but heres the problem. i get alot of iris flowers and give them to her... i dont get anything. i buy her a new flute... nothing. and i also bought that little girls cape from the merchant and i cant even give it to her! i gave her almost 20 iris flowers and nothing!

To answer the original poster, I would be willing to bet that you teamed up with someone for one of the two 'Buddy Quests' before you gave her the cape, or sufficient flowers.
There seems to be a bug where if you have teamed up with someone who already got the shred, you will never get it.
If this is really important to you (and frankly it doesn't do anything for the forseable future), you aren't too far into it. Delete and re-create your character. Next time, get the shred before you team with anyone. This seems to be the only way to guarantee results.

At this point, nothing. But A-Net CRs have said that something might be done with Gwen. At one point there was a quest that required the shred, the broken flute, a tatered cape, (removed) and a dead fower (also removed), and we know that she is not dead.
The only information given by The CRs is that they don't believe that Gwen's story is over, so basically get the shred and hold on to it untill we are offically told that there will be nothing more about Gwen.

I actually just kept feeding her flowers and got one. I never bought her a flute or a cape.
