Do the effects of Mending and Healing Breeze stack, as in I get a total of 11 health regen?

But you'll be capped at 10pips of regen, so the 11th pip won't actually do anything.

However, you will still have 11 regen, so if you get a -3 from something you would have +8 instead of +7.
