Kneel in front of the statue of Baltazaar just as you kneel in front of Grenth to get to UW.

Also make sure you have 1,000g on you, and that everyone in your party is Ascended(defeated the Doppelganger in the Desert).

Furthermore, your territory must have favour of the Gods. You can easily tell by the statues being very colorful. After kneeling to the right statue, their avatar will appear. Click on it to talk to it and when asked accept.

To get in, you'll also have to:

1. pay 1K.
2. be ascended.

When you enter the ToA, the game will inform you which territory has the favor and the appearance of the statues will indicate it.

Balthazar
Favored - Flames with blaze along the base of the statue and its eyes burn brightly.
Unfavored - A lifeless statue without flames and whose eyes are dark.

Grenth
Favored - White mists flow from the base of the statue and its eyes burn brightly.
Unfavored - A lifeless statue without mists and whose eyes are dark.

I think their appearance is more than described above.
