where is the 80/20 armor boots for warrior?

if someone has gotten it and know where exact location of collector and what item they collect. plz post here.

I'm not really sure for warrior, since I play elementalist, but you could try the collector in the middle of the arid sea, slightly north, just under the mesa where the forgotten one who gives you the first 15 attribute points are (he gives you the max defense elementalist shoes). You can also buy the level 20 armor at Droknar's forge though.
