I see people buying and selling 2nd accounts in game but im not too sure on how to do it with such a high risk of scamming on both ends. Is it just one big scam or are people actually legitimatly trading gold for accounts?

While it's possible a few are actual trades of accounts for gold, the majority of those offers are scams. There are 10-hour trial accounts still around, and it's also very easy to let someone log into your account and then change the password. At any rate, it's against the EULA, so even if it is legitimate you can risk having your account banned at any time.

ok ty for the info. i figured it was just a bunch of scammers since if i lose or change my password i can just retrieve it from GW.

It's better to just pitch in the 45 dollars and purchase the account online. The safety and legitimacy is very much worth the effort and time, as oppose to a shady transaction that can easily turn sour.
