I've been wondering about some of the more "obscure" item mods and couldn't find any info on 'em anywhere (a search only turned up random threads in Ventari's Sell, heh).
In general, if a mod is on an item you don't meet the requirements for (like a shield when you have 0 tactics), do you get its benefit or not?
Anyway...
"Increases <condition> duration on foe" (weapon hilt mod)
"Quicker Recovery from <condition>" (shield mod)
Just how effective are these? Do they increase / decrease the affliction by 5%? 10%? 50%?
