Some imp or drake dropped it just outside Sanctum Cay - still can't make it to Fisherman's Haven!

Stats:
Dmg: 14-20 (req 7 Swordsmanship)
Dmg +17% when health is below 50%
+7 Armor (vs. physical attacks)

I agree with the above post, though you could probablly get more for the shelter mod then the sword itself
