Can a 20 PvE enter the HOH PvP w/o ascending?

If you fight in arenas and do most of your quests and stuff, it's possible to reach level 20 w/o actually getting to the HoH. So if my PvE char happens to hit level 20 before getting to HoH on the map, will I be able to enter him into HoH PvP tournaments or must I work him through until he ascends?

Maybe the question should be: Is ascension the requirement to compete in the HoH PvP or is it level 20 that gets you there?

I looked through the forums and couldn't find anything on this.

You can only get to the Hall of Heros by winning in the Tombs. And you can only get in there by Ascending.

So the short answer is: No.

You can't reach HoH without ascending. (and actually it's right after you ascend)
There just isn't a way to get there without doing the quest that results in your ascension.
