PC on gold Holy Rod

Here are the specs:

Fire damage 11-21 (req 12 Divine Favor) (I know, yucky)
Energy +4 (While health is above 50%)
Halves casting time of Healing Prayers spells (Chance: 16%)

It is by no means a perfect rod but it does have some good mods which has made it difficult for me to nail down a price for it.
