Its Expertise, which reduces the energy cost of attack skills as well as most Ranger non-attacks skills.

It would, if elementalists had any attack skills, but they don't IIRC.

An "attack skill" is a specific type of skill that works with your normal attack, using the weapon you're carrying. There are subtypes of that category, including "melee attack" and "bow attack" skills, and "melee attack" also has subtypes such as "sword attack".

"Expertise reduces the costs of all Attack Skills, Preparations, Traps, Stances, Rituals, Glyphs, and Shouts by 4% per attribute level." (Ensign) This is true for all skills of the appropriate types, whether it's a ranger skill or not is irrelevant. Note, however, the lack of "spell", "enchantment", "hex", or "signet" on that list. It does work to reduce the cost of elementalist glyphs, but otherwise I don't think any other elementalist skills would be helped by it.
