It's the quest reward from Prize Moa Bird (pre-sear from Pitney in Ashford town). I have one to use later on for my IW mesmer.
Although I hear rumors that it was replaced with a different skin sometime in the last few weeks...? Not sure, myself.

because I was interested and liked the sword, I made a presearing character just to get this sword. Everything is the same, including the skin.

still has the crystaline skin on that one... there was another one that you got in post sear that was changed...
