Well, there may be a skill purchasing locator, but I don't know where it is and this is my last warrior skill to collect. So, can anyone answer this question? Or, even better can someone point me to where I can get this information?

You can find this skill at Ascalon Settlement. This is an area(its not a town), north of lion's arch. You can find there an npc(captain) that gives you a quest and he is also a trainer. And you can also get another quest from a farmer there.
