According to the IGN article on new armors, these shells will be one of the updated components used in a lot of the new armors.

That explains a lot. I was toying around a bit in Old Ascalon with one of my characters and caught hold of one of those from a devourer. So I figured I was just blind and had totally missed an item. Then I'd headed back to Yak's Bend, and upon starting to sell some useless junk, realized I had 15 in my inventory. o_o;;
I'm not entirely stupid and oblivious? All right.

I think people were getting them confused with non-crafter shells
eg: Bleached Shells in desert

Are people just stocking up on monsterous items incase they get used in factions armour? They cant raise too much.. i dont think Anet would be that mean.
