You sure its not a bug, it happened to me before, just means that Koreans Europeans Amerians and the Japanese don't feel like HoHing so there are no opposing parties

Either a bug or Anet denied access on purpose. Thing is, you can wait there forever, the counter wont start.

To the genius who said the thing with no opposing party:
even if you momentarily have no opposing party, the counter starts, but gets reset. Just as in RA or TA before a battle or after a win.

This bug is not new. Happened to me 3-4 month ago, but not 223983246587213 times in a row.
