In the desert, outside of Thirsty River across the teleporters is the Armor 16 (9 Tactics) +45 health -2 damage shield. It requires 5 bleached shells.

That shield is while in a stance, not enchanted. And it's now two bleached shells.

i know the collectors very well and at this point there is no max armor 45 -2 enchanted shield

There is no +45/-2 while enchanted with 16AL. The two that exist are +45/-2 while in stance and then (used to be +45/-2 while hexed but I think changed to) +60/-3 while hexed.
The only shield that is +45/-2 while enchanted that I know that you can get for cheap (a relative term since a gold shield like that will cost a lot of money) is malinon's shield.

dont think so, the dmg and armor of collector items rise as u go through the game, highest being the collectors in the desert and shiverpeaks. a shield with 16 armor and -2, +45 while enchanted in Lions Arch, i dont think so =p

The CCS outside Rankor used to be enchanted. It was changed to hexed at teh SF update, and was changed again a couple updates ago. There is no +45/-2 AL 16 collector shield any more.

U get The Stance shield for 2 Bleached Shells in the desert North of Thirsty River in a small pass between 2 cliffs.
U can get a 14 AR enchant shield with same stats indeed at Reed Bog for 5 Ancient eyes

There is no AL 14 collector shield, unless something's changed in the recent updates. There is always the AL 12 +45/-2 enchanted available at Mamnoon Lagoon.
