I have a question about attribute points

Is this normal i am level 20 and i have only 170 attribute points , instead of the 200 points. Where can i get the other 30 points.

There is a quest in Droknars forge that gives you 15, and a second in the crystal desert, although i cant remember the exact place that it is, i did it quite a while ago.
