Without condition means also without what you call malus. Unconditional weapons dont drop so the title is misleading. I would say it's worth around 30k.

I've sold one with 15%dam always -10 armor while attacking for 5 ecto, and the -10armor is more desirable than -1 energy regen.

It's an argument of semantics really, there's no special condition the weapon requires for +15% damage (i.e. you always get +15% damage whenever you fire the bow, no exceptions). However, there is a penalty for the additional damage. In this case, -1 energy regen, is a horrible penalty (the worst IMO) just for some additional damage, so the PCs above sounds about right...if you can find a buyer.
