the mesmer skill sure doesnt do what it says or anything at all i can tell. any input would be helpful.

Well, first it'd help if you said more about how you're using it and what's not working.

1. Is there a Condition (not a Hex) on the target foe?
2. Are there foes adjacent (a specific area around) the foe?

They've gotta be ADJACENT. Which is mainly why this skill sucks anyways, lol.
