Most people believe this is a bad elite, even thoguh I am a fan of it i can admit it needs a little soemthign extra, my suggestion would be at the least to change the description to read:
If this attack hits target foes action is interrupted, if that action was a spell that foe is dazed for 15 seconds.
How much harm could it do to give this elite unconditional interrupt considering its large adren cost, a drop by a swing of adren wouldnt hurt either....

give it a 1/2 second swing like distracting blow and it would be a step in the right direction.

I say unconditional daze, like the Assassin's Temple Strike. I hear Ranger is also getting an unconditional daze in factions

I'd like to keep it adrenal, and as an elite status I don't find anything wrong with only 4 adrenaline maybe 5, it will actually keep people deciding on what elite skill they should chose.
Besides Poison Arrow lets you apply at will...at range.

I don't think the mechanic exists for adrenal skills to have cast times- they're either instant cast (shouts, stances) or apply to your next melee attack. Maybe this will change at some time, but I don't see it happening.

I don't know about the "cast times" for adrenal skills, but I think they should attack a bit faster to disrupt 2 sec casts.

Outside of random arena amusement and PvE, I'd like to see skullcrack get buffed. Reworking the whole skill may be needed. If it looked like distracting blow with a cast time, that'd be awesome.

8 sec recharge=very fast if it's a 15 sec dazed...its the most annoying condition for casters there is! Would be better with a recharge of 20 or something...

Its a nice skill for sword tanks, since swords have no really needed elite anyways... and mobs are predictable enough to use it even with the horrific timing of the skill.
I'd say maybe drop the adren cost somewhat, but thats all. Some skills are simply destined to be PvE only.

disrupting chop and other interupts do not attack faster. I use frenzy or another speed boost to use them.
15 seconds for this skill is "balanced" by the fact it can only interupt a spell, and only dazes if it interupts a spell.
with my discription, the daze does not become overpowered, you can use this as a generic interupt, and it recharges fairly quickly.
MABY give it a little bigger boost because it is an elite, but I feal that would not be neccesary, and I would start using this skill as it is described above.
Note - this skill is virtualy worthless for PvP or PvE as it is currently - it does need to be changed
