Best 15K ranger armor

I've been looking to buy a ranger's 15K armor and I need some advice. Which one is the best? By best I mean usefullness, looks, functionality. I don't want to waste a lot of time to get something crappy. Thanks.

The best is from the Crafter in the Underworld.
2nd Best is from Granite Citidel
3rd is Draknor's Forge

They all have the same AL, but look different and have a few different mods I think.

What kind is from the crafter in the underworld? I was not aware of a crafter there. Also, I heard druid's armor looks the same.

I'm not 100%, Ranger is the only profession I haven't played yet. My Elementalist armor is coloured different between Droknar's Forge and the Citidel, perhaps the Ranger amours are only slightly different.

can any1 post location of the Underworld crafter? dont have that much time to explore there...
