I think one way to improve quest is to have more player involvement in the game. Mean have puzzles for them to figure out. Maybe have some quest in lore, the player lets say finds a book talking about a dragon garding a lots of gold. If the player chooses he or she heads can choose to look for this dragon. Make some lore of the fake and true.
To make more classies important lets have it so that you cannot complete quest with a class. Meaning you have to bring a mesmer or necomaner or elementalist. maybe adding skills just for pve like unlocking doors.

I do think the game could use a different class of quest, one that doesn't babysit you through the whole thing with green stars telling you exactly where to go and what to do. In other words, quests that involve the player more, because they have to do a little critical thinking of their own.
I wouldn't make all quests like this, not even most- but at least a few here and there would keep the blood pumping.
