merch the second one, the below 50% isnt even considered a mod by some people. and i think 20% below 50 is the max for that too.

Yeah, what you can get for the health mod on #2 (10-15K) is probably more than what you can get for the axe. At a 33% salvage chance though, the ~5-7K you can probably get from someone looking for a cheap, decent one is a better deal for you. It all depends on how much ~3K means to you.
