As far as experience goes...
In PvP, the highest tactics you'd ever want is 8. [or rather 7+1 from rune] That'd fuel Fear Me! Otherwise, Going all strength to forego tactics would be fine.
In PvE, high Tactics = High Tanking Power. There isn't much Strength can offer for the tanker other than Dolyak Signet in PvE world of fighting.
For the record, the best 'blend' of defensive buffs I've used in PvE are:
Watch Yourself!
Dolyak Signet
Bonetti's Defense
in PvE, very few things can harm you with these 3 in place.

Strength gives you armor penetration, so the more points in strength you have, the more dmg you will do. So it depends on what you want to do, for dmg out put got strength, for tanking for tactics, or do what i do and use both.

For hoh yes, but for GvG healing signet and Charge! surface as great skills for warriors. Warriors are the most indepenant characters in the game, so generally tactics>strength here. Often if youir secondary permits, scrap strength for the most part, as a small armor penetration doesnt do a whole lot.

You also use Heal Sig and Charge from tactics. During the GWWC War Machine ran 10 tactics. Yesterday Wm Duran, the charger ran 14 tactics for an 11 second charge and a 145 point heal sig. The amount of extra damage you're getting from strength is not huge. In fact its small. Its very small.
While I'm not suggesting everybody goes out and runes themselves to hell with 14 tactics, 8 is certainly NOT "all you'd ever want". For a start a 9 second charge means 9 tactics.
cernunnos there is no 1v1 area. Do you have a build in mind when asking if you should spec in strength or tactics? It seems an empty question otherwise.

I often find tactic to be better than strength unless you need to use some of the skills from strength. The thing is, the benefit of extra dmg that strength provide is just too small. The armor penetration only applies to attack skills, not just regular swings with axe/sword/hammer. But they both have their advantages.
Strength:
I will avenge you (used in IWAY..duh)
Bull's charge (excellent elite for those who love to kite)
Dolly Sig (Great PVE tanking skill)
Endure pain (standard PVE running skill, also a way to counter spike in PVP)
Sprint (a skill of many purposes)
Tactic:
Charge (Great speed boost for entire team, excellent for out manuvering)
Victory is Mine (Good skill for condition build..also used by VIM team)
Watch yourself (excellent PVE skill for tanking)
Healing signet (....does this really require me to explain...)
Desperation Blow (an excellent skill if you can counter the knockdown. it's dmg bonus is Huge)
As you can see.... it all depends on your skills. And no there is no 1 vs 1 arena. Although having one for testing out build would be helpful...

I'm glad that this has been brought up, because this question has always been in my mind.
When I see SF teams forming, they always ask for stance tanks. Ok, for pretty much all the stances, they have a cetain chance to block melee and projectal attacks. But many enemies don't do just this, especially in the Grenth's/SF area. Besides a couple of skills, like shields up and watch yourself, is it better to have somewhat of a combination of strength and tactics? Tactic skills to deal with melee and ranged enemies, Strength skills to deal with defense for elemental dmg and non blockable skills.
What do you guys think?

Depends on what weapons you use...From my experience, tactics and hammers dont go together very while, while sword and tactics are almost as one...depends on your weapon

I prefer tactics in PvE, although I do have a few points in strength, simply for a small armor penetration and for sprint.
Tactics = Stances. As a farmer or a tank, you will find them to be quite important in order to survive. Glad's, bonetti's, balanced, they're all vital in most scenarios.
I do reccomend though, putting a few points into strength. A little armor penetration, as stated above, never hurts anybody (except the foe).
I honestly don't know about PvP, since I'm mainly a PvE-er.
