Fire Magic - Time to Change?

Since level 18(now 20) I've found that my fire spells are lacking. The armor on enemies is so high that I end up doing 1/3 the damage. I don't seem to be the damage machine I once was, is it time to change to air magic to reduce the effects of armor or is fire magic still used after this point?
