I found this Frost Artifact with the following stats:

+12 Energy, 10 req
+24 Hp (Unconditional)

and was wondering if this thing is worthless or not. I don't look much into Caster items so I have no idea if it's merhcant fodder or not.

merch fodder, i couldnt sell one with a perfect +30hp for 1k. casters are looking for energy or casting/recharge stuff and as the PCers here say, anything not dually modded aint worth much.
