say a gorrel's cane gives me 10% chance of halved recharge time, and i also have a nerfed rockmoulder with another 10% equiped, would i get 20% improved spell recharge?

and also, say i have a rockmoulder and something w/ 20% recharge for say, domination. would the combo give me +30-40% skill recharge?
