I've been wandering around Regent Valley for quite a while now and I can't find this guy. It's truly infuriating for an obsessive compulsive guy like me to be short a few ranger skills. Could anyone give me a rough idea where (in the Regent Valley) is this ranger located?
I know where Nente, Fort Rurik and the guys who want you to hunt a bear are located. It would help if I knew where to start looking from him also (from Rurik or from Nente).
Any help on this would be much appreciated

Head back northeast from Nente, returning almost to the entry-point from Lakeside County. Now, head east over the little hump and get on the road heading east. Just before you come to the first bridge, look up on top of the big hill on the south side of the road. There he is.

Thanks guys, I was searching the forum to find a previous post but somehow the search didn't turn anything up for me. Later I 'googled' it and found Loviatar's quote. Argh... I can't believe I walked past that spot so many times and ignored all the darned Skale. Thanks for the help all the same.
