Rare skin? Heck I don't know, help me out here please? ^_^;;

So anywho, this dropped while I was skill capping - I have never seen an air staff with this skin, so I thought I would ask - is this a rare skin and - yes - no - maybe so - , how much is it worth?
(I haven't been playing much since the major update so I don't know what all the new stuff is yet ... looks kinda cute, I don't know if I will keep it or not but its cute)

skin is new, not rare.
stats are nothing special.
req is very very ugly.
