I've only seen about three drop since I first opened my account, about 16 months and a little over 2,200 hours ago.
They were all from "reward" chests, none of which were locked. To my knowledge, this is the only place you can get them from. One was found after the very first Fissure of Woe quest, and the other two I have seen were found while completing the "Restore the Monuments" quest, where I capped my lovely little spider dude ^^.
I'd love to find one, but I honestly think that the skin is one of the ugliest out there. It makes me feel like I've broken a large piece of glass and am running after baddies with the larger shards, only after paying a slightly less than nominal (who am I kidding?) fee :P

This Crystalline came out of the Tower quest chest in FoW. I've only seen one other Crystalline come out of that chest, and it wasn't very good (like 11% or 12% in stance with a higher req).

I farmed about 10 purple ones in SF, 2 man before the spirit bond nerf.
I also saw soembody get one in Halls a req9 15^50 one, im not joking btw it dropped for one of Breezes friends, for you pvpers that know her

im not the first person to have done it...but yeah, a few of my chars have bags dyed black.
99% of the time if i dye a bag its on a storage char, and i color-code it so i know what each bag contains. the darker the dye, the higher grade the stuff within. usually i scale from yellow to red to blue to black (no sense in dying all bags black on mules, eh?). akh's i dyed black for shits n giggles.
