Logged on today, and fast heal spells like Dwayna's Kiss and Orison take forevvvvvvvver to recharge. Have I missed something in an update?

Might be the server on your side. I have that occasionally, but mostly they work just fine. I can cast them faster than warriors can hurt themselves
