Hello i tried [Search] to see if i can find this Staff or something very close to it but no luck, I found some kind of the same but not close enough to compare,So here goes.
Can i get a PC on
Shadow Staff of Illusion Magic
Energy+10
Lightning Damage:11-22 (req. 13 Air Magic)
Halves Castin Time of spells (chance 10%)
Halves Recharge of Healing Prayers spells (chance 19%)
Illusion Magic +1 (17% while using skills)

Don't think there are many Ele/Mos out there who would want a req. 13 Air Staff. IMO Merchant.

Yeah that is what i saw as a problem to the requirments are too high in my opinoon ( especially Air magic) and the ele-mo combination.
But who knows maybe someon here wants to buy it?
And merchant give good money for it ,considering what he normally buys stuff at.
